[VIDEO] Tonight With Jane Dutton - 20% of South Africans are substance abusers

Nearly 20% of South Africans are substance abusers. This is costing the state some 40-billion-rand per annum. The rise of illicit drugs like tik, nyaope and sugars suggest we're losing the war on drugs. But have we bungled up the way we treat substance abuse?
